Abstract
This paper originates from an observation of the water crisis affecting Cikeusal. Recognizing water as an integral part of human rights, we pose the question: why does a water crisis occur in Cikeusal, despite water being recognized as a human right? In addressing this issue, we position water as a resource closely intertwined with political dynamics. Therefore, we employ a socio-legal approach, using autoethnography as the primary method for data collection. Our study reveals that the water crisis in Cikeusal stems from capitalist expansion in the form of extractive industries, specifically karst mining. This capitalist expansion has led to the maldistribution of water resources for Cikeusal residents, ultimately resulting in the water crisis they face today.
Bahasa Abstract
Tulisan ini berangkat dari suatu pengamatan terhadap krisis air yang melanda Cikeusal. Dengan menyadari kedudukan air sebagai bagian integral dari hak asasi manusia, kami merumuskan permasalahan berupa: mengapa krisis air dapat terjadi di Cikeusal, meskipun air telah direkognisi sebagai suatu hak asasi manusia? Dalam pemecahan masalahnya, kami menempatkan air sebagai suatu material yang bersinggungan erat dengan politik. Olehnya itu, kami mendayagunakan penelitian sosio-legal dengan metode auto-etnografi sebagai alat utama untuk mengumpulkan data. Studi kami mengungkapkan bahwa krisis air di Cikeusal bermula dari adanya ekspansi kapitalisme di Cikeusal dalam wujud industri ekstraktif berupa penambangan karst. Ekspansi kapitalisme telah menuntun pada terjadinya maldistribusi terhadap sumber daya air bagi warga Cikeusal yang berujung pada krisis air yang dialami oleh warga Cikeusal hari ini.
