Kebijakan Penerbitan - Editorial Polilcy

Kebijakan Akses Terbuka

Seluruh isi artikel dalam Jurnal Hukum & Pembangunan dapat dilihat, diunduh, disalin, didistribusikan, dicetak, dicari, atau ditautkan oleh pembaca. Jurnal ini memberikan akses terbuka langsung ke semua kontennya dengan dasar bahwa keterbukaan akses terhadap penelitian kepada publik mendorong pertukaran pengetahuan global yang lebih luas.

 

Proses Peer Review

Untuk menjaga kualitas publikasi pada tingkat tertinggi, JHP menerapkan kebijakan peer review double-blind. Semua artikel penelitian yang diterbitkan dalam JHP menjalani prosedur peer review yang ketat, yang terdiri dari komponen dasar berikut: 

  1. JHP menggunakan prosedur dua tahap: Naskah Anda akan terlebih dahulu dievaluasi oleh tim editorial untuk kelayakan publikasi dalam jurnal setelah pemeriksaan teknis. Jika sesuai, naskah akan diberikan kepada salah satu editor untuk menangani proses evaluasi dan pengambilan keputusan.
  2. Jika pengajuan Anda sesuai dengan persyaratan dan cakupan JHP, naskah akan ditugaskan kepada seorang Editor. Reviewer yang dianggap ahli di bidangnya akan dipilih dan dihubungi oleh editor. Peer review merupakan layanan sukarela, oleh karena itu dapat memerlukan waktu, namun editor akan secara rutin menindaklanjuti reviewer jika mereka tidak segera merespons. Status akan tetap "Under Review" selama proses ini berlangsung.
  3. Editor juga dapat menentukan bahwa naskah Anda tidak memenuhi standar atau ruang lingkup jurnal dan karena itu tidak akan dilanjutkan untuk evaluasi lebih lanjut. Dalam kondisi seperti itu, editor akan segera memberi tahu Anda bahwa artikel Anda ditolak dan mungkin menyarankan publikasi alternatif. 

Peer review untuk artikel referensi: 

Editor JHP akan segera menentukan apakah naskah yang dikirim akan diterima, ditolak, atau memerlukan revisi berdasarkan ulasan dan wawasan editorial dari Reviewer. Selain itu, Editor memiliki opsi untuk meminta evaluasi tambahan jika diperlukan. Jika Editor memutuskan bahwa diperlukan tinjauan tambahan, penulis akan diberi tahu. Editor akan mengevaluasi artikel yang dikirim berdasarkan topik dan gaya penulisan sebagaimana dijelaskan dalam pedoman jurnal. Untuk menjaga standar kualitas akademik, semua artikel menjalani peer review double-blind, di mana identitas reviewer dan penulis disembunyikan satu sama lain selama proses review. Secara singkat, langkah-langkahnya adalah sebagai berikut: 

  1. Pengiriman Naskah (oleh penulis).
  2. Evaluasi dan Seleksi Naskah (oleh manajer dan editor).
  3. Editor memiliki kewenangan untuk langsung menerima, menolak, atau mengevaluasi pengajuan. Sebelum diproses lebih lanjut, setiap artikel menjalani pemeriksaan plagiarisme dengan Turnitin.
  4. Proses Review Naskah (oleh reviewer).
  5. Pemberitahuan Penerimaan, Revisi, atau Penolakan Naskah (oleh editor kepada penulis berdasarkan komentar reviewer).
  6. Revisi Naskah (oleh penulis).
  7. Jika Editor puas dengan revisi, pemberitahuan penerimaan akan diberikan (oleh editor).
  8. Proses galley proof dan publikasi. 

Proses peer review dibagi ke dalam beberapa putaran, dengan tahap 1 hingga 5 dianggap sebagai putaran pertama. Editor atau dewan editorial mempertimbangkan saran yang diberikan oleh reviewer sebelum membuat keputusan akhir. Keputusan yang paling umum adalah sebagai berikut: 

  1. Diterima tanpa perubahan.
  2. Diterima dengan revisi minor, yang berarti bahwa naskah layak untuk diterbitkan tetapi memerlukan beberapa modifikasi terbatas untuk memenuhi standar yang diperlukan.
  3. Diterima dengan revisi mayor, yang menunjukkan bahwa naskah memerlukan perubahan substansial sebelum dapat dipertimbangkan kembali untuk diterbitkan.
  4. Ditolak, yang biasanya terjadi jika naskah berada di luar ruang lingkup dan tujuan jurnal, memiliki masalah teknis atau deskriptif yang signifikan, atau kurang jelas dalam penyajiannya.

Biaya Penerbitan

JHP memiliki dedikasi tertinggi terhadap pengembangan ilmu hukum di Indonesia dengan mengundang tulisan hukum terbaik seinklusif mungkin. Untuk itu, JHP tidak memungut biaya apapun terkait dengan proses penerbitan. 

 

Kebijakan Penarikan Artikel (Article Retraction Policy)

JHP berhak untuk mencabut artikel yang telah diterbitkan karena kesalahan ilmiah dalam kasus seperti pengiriman ganda, klaim kepenulisan yang tidak sah, plagiarisme, atau penggunaan data yang menipu. Dalam hal pencabutan, hanya versi lengkap PDF dan abstrak yang akan dicabut. Sementara judul asli dan nama penulis akan tetap ditampilkan di situs web kami untuk memberitahukan kepada pembaca mengenai pencabutan tersebut.

Open Access Policy

The entirety of any article in Jurnal Hukum & Pembangunan may be viewed, downloaded, copied, distributed, printed, searched, or linked to by readers. This journal provides immediate open access to all its content on the premise that making research openly accessible to the public encourages a broader global exchange of knowledge.

 

Peer Review Process

To maintain the highest level of publication quality, JHP adheres to a policy of double-blind peer review. All research articles published in the JHP undergo a rigorous peer review procedure, which consists of the following fundamental components: 

  1. JHP is using a two-stage procedure: Your manuscript will first be evaluated by the editorial team for acceptability for publishing in the journal after the technical review. If appropriate, it will then be given to one of the editors to handle the evaluation and decision-making process.
  2. Your work will be assigned to an Editor if your submission fits JHP's requirements and its scope. Reviewers who are regarded as experts in their fields will be selected and contacted by the editor. Peer review is a volunteer service, therefore it can take some time, but be assured that the editor will follow up with reviewers on a regular schedule if they don't respond right away. The status will remain "Under Review" during this time.
  3. It is also possible that the Editor will determine that your submission does not satisfy the journal's standards or scope and so will not be further evaluated. In such condition, the editor will promptly tell you that your paper has been rejected and may suggest an alternative publication. 

Peer review of referred papers: 

The JHP editors will promptly determine whether to accept, reject, or seek adjustments of submitted manuscripts based on the reviews and editorial insights from the Reviewers. Moreover, Editors have the option to seek additional evaluations as necessary. When the Editors determine that additional review is necessary, the authors will be notified. The editor will evaluate submitted articles based on the topic and writing style described in the journal guidelines. To maintain academic quality requirements, all articles undergo double-blind peer review, in which the reviewer and author identities are concealed from each other during the review process. In brief, these are the steps: 

  1. Manuscript Submission (by author).
  2. Manuscript Evaluation and Selection (by manager and editors).
  3. Editors have the authority to immediately accept, reject, or evaluate submissions. Prior to further processing steps, each article undergoes a Turnitin plagiarism check.
  4. Manuscript Reviewing Process (by reviewers).
  5. Notification of Manuscript Acceptance, Revision, or Rejection (by editor to author based on reviewers comments).
  6. Manuscript Revision (by author)
  7. If the Editor satisfied with revision, notification for acceptance (by editor).
  8. Galley proof and publishing process. 

The peer-reviewing process is divided into rounds, with stages 1 through 5 considered as the first round. The editor or editorial board weighs the suggestions made by the peer reviewers before arriving at the final decision. The most common decisions are the following: 

  1. Accepted without any changes.
  2. Accepted with minor revisions, indicating that the manuscript is suitable for publication but requires some limited modifications to meet the necessary standards.
  3. Accepted with major revisions, implying that the manuscript needs substantial changes before it can be reconsidered for publication.
  4. Rejected, which usually occurs if the manuscript falls outside the journal's scope and aims, has significant technical or descriptive issues, or lacks clarity in presentation.

Article Processing Charges

JHP is deeply dedicated to advancing legal scholarship in Indonesia by welcoming the best legal writings as inclusively as possible. Therefore, JHP does not charge any fees for the publication process.

 

Article Retraction Policy

JHP reserves the right to retract published articles due to scientific error in the cases such as multiple submissions, false authorship claims, plagiarism or fraudulent use of data. In the case of retraction, only full text PDF and the abstract will be retracted. While the original title and author will remain on our website to inform the readers about the retraction.
