Abstract
Among myriad significant institutional changes in post-authoritarian Indonesia (1998-present) is the split of Indonesian police (POLRI) from the armed forces (ABRI, renamed into TNI after 1999). No longer locked in a dominant-subordinate configuration, the interaction between both institutions intensified in areas where they intersect. Drawing upon the theory of Strategic Action Field (SAF), this study attempts to capture the dynamics along the newly-established trajectory. It shall be argued that far from being one-dimensional, the relationship between both institutions has been marked by conflict, competition, and cooperation; depending on the SAF. Finally, this research proposes a new framework to assess the tendency of a particular TNI-POLRI interaction within a SAF by seeing the characteristics of the SAF itself, combined with the social skills of actors involved.
Bahasa Abstract
Penelitian ini mendiskusikan evolusi hubungan antara militer dan polisi sejak jatuhnya rezim otoritarian pada tahun 1998. Berdasarkan studi pustaka dan wawancara tokoh-tokoh kunci, penelitian ini berargumen bahwa hubungan antara militer dan polisi di Indonesia dicirikan dengan adanya konflik, kompetisi, dan kerjasama antara Tentara Nasional Indonesia (TNI) dan Kepolisian Republik Indonesia (POLRI) di dalam ranah strategis negara dan non negara. Sebagai konsekuensi teoritik, studi-studi tentang hubungan antara militer dan polisi sebelumnya cenderung melihat hubungan tersebut secara terpisah atau satu sama lain berdiri sendiri. Sementara studi ini melihat ketiganya dapat terjadi dalam ranah strategis yang berbeda-beda pada waktu yang relatif berdekatan. Dengan menggunakan teori strategic action field (SAF), studi ini melihat relasi antara TNI dan POLRI di era demokrasi pasca otoritarian telah melibatkan aktor-aktor TNI dan POLRI dari pangkat rendah sampai yang tinggi. Penelitian ini juga mengajukan proposisi baru terkait kombinasi SAF dan social skills yang dapat menentukan derajat hubungan antara TNI dan POLRI.
