Abstract
Community center is a public space for the community that has a function for social activities, such as recreation and interaction, which in particular cases may diminish social problems. This study want to examines community center as Public Space and its memory collective to see the relevance of the theory and its significance to urban policy. The method of this article is qualitative using case study of Children-Friendly Integrated Public Space-Ruang Publik Terpadu Ramah Anak (RPTRA) Kenanga, Cideng, Central Jakarta. This article argues there has been a dysfunctional aspect that results in exclusiveness through collective memory contestation between the Government and Local Community. The study find that other than the changes from private property to public property, the establishment of RPTRA Kenanga creates new collective memory that has resulted in collective memory contestation between the government of DKI Jakarta and the local people, which led exclusivity in the public space.
Bahasa Abstract
Pusat komunitas adalah ruang publik bagi komunitas untuk melakukan aktivitas sosial, berinteraksi, rekreasi, dan menyalurkan hobinya yang dalam beberapa kasus dapat menanggulangi permasalahan sosial. Beberapa kajian membahas aspek fungsional pusat komunitas dari segi pelayanan sosial karena manfaat fungsionalnya, tetapi pembahasan mengenai pusat komunitas tidak dapat dilihat dari pelayanan sosial saja. Tulisan ini melihat pusat komunitas, melalui studi kasus RPTRA Kenanga, Cideng, Jakarta Pusat, memiliki aspek disfungsional yang menimbulkan eksklusivitas melalui kontestasi memori kolektif antara Pemerintah dan Masyarakat. Dengan menggunakan kerangka analisis yang mengacu pada konsep ruang publik dan memori kolektif, tulisan ini melihat perubahan sebelum adanya pusat komunitas yang berupa kepemilikan privat dan setelah adanya pusat komunitas yang membentuk memori kolektif baru berupa kepemilikan publik. Dari studi kasus di RPTRA Kenanga, tulisan ini menunjukkan bahwa pembentukan memori kolektif baru menyebabkan kontestasi memori kolektif antara negara (pemerintah provinsi DKI Jakarta)dan masyarakat (warga sekitar RPTRA Kenanga) yang kemudian menimbulkan eksklusivitas di ruang publik tersebut.
