Abstract

An empowerment research conducted with a group of management of mutual cooperation electronic shop business joined by Harapan Jaya Family Program (E-Warong KUBE PKH) Manggarai Village Tebet District Jakarta Selatan through information technology utilization has been an important and interesting research and possessing a well process. Information technology is an obligated primary basic human need. In this case, information technology has been supporting to escalate economy, social, and culture in today society. That has been proved by appearance of a lot of innovations run by government which one of those is E-Government especially E-Warong KUBE PKH Program owned by Ministry of Social. Due to that issue, this research is established using qualitative descriptive method. Data is collected through observation and deep interview with the management of E-Warong KUBE PKH Harapan Jaya Manggarai Village, subsequently qualitatively analyzed. The result concludes that program implementation commitment is highly important to support each process and E-Warong program activity related to electronic public service (e-service). Further, facility and infrastructure are necessarily important due to many difficulties would arise to run the empowerment and service of E-Warong program through information technology utilization with its absence. Lastly, human resource is significant as well to actualize the empowerment and development of the program.
