Abstract

The biggest problem that exists in remote villages in Indonesia is the lack of access to human capital development. This paper discusses the role of Indonesia Mengajar as a Non-Governmental Organization in the implementation of human capital development in one of the remote villages in Indonesia, Labuangkallo. It is located in Tanjung Harapan District, Paser Regency, East Borneo Province. This research used a qualitative approach with descriptive methods. Furthermore, data collection technique was conducted by indepth interviews with beneficiaries and program actors, including Teaching Facilitators, program officers and executive directors of Indonesia Mengajar, Paser education office, teacher council at SDN 002 Tanjung Harapan, student alumni of SDN 002 Tanjung Harapan and representatives of the people at Labuangkallo village. The results of the paper describe: (1) The duties of Teaching facilitator from Indonesia Mengajar include teaching study subjects at school, encouraging students to gain achievements in extracurricular subjects, and conducting community development activities and educational advocacy; (2) The role of Teaching Facilitator is to develop the human capital in the village by stimulating and supporting community development (facilitating role), increasing awareness of the importance of education and seeking resources, advocating, using available sources as teaching medium creatively, involving in the community, building networks (education role), and conveying information, confronting, and providing training (representational roles); (3) The residents took some benefits from the presence of Teaching Facilitator in the fields of education, health and environment, economy, sosial and culture.
