Abstract

The Family Hope Program (PKH) is an intervention program with a membership period of PKH Beneficiary Families (KPM). However, on the way it is still not achieved, there is a KPM PKH which becomes a KPM PKH after more than 6 (six) years of membership. The study provides a more in-depth explanation (evidence based) on the importance of strengthening the mechanism and instrument for recertification/graduation of KPM PKH. This study uses a qualitative approach. The results showed that the graduation had not run optimally because it was still adjusting to the conditions of the PKH KPM. As long as the PKH KPM is still poor and still meets the components, PKH social assistance can continue to be provided. In fact, there is greater efficiency in the amount of social assistance if KPM PKH can graduate according to schedule. There were 6.2 million KPM PKH in 2017. If it is assumed that the same amount of assistance, which is IDR 1,890,000 per year, will cost IDR 11.3T per year. Meanwhile, the number of KPM PKH that have graduated is 230,351 from 2007 to 2017, or there is a reduction in the amount of assistance of Rp. 435 billion. Based on this information, it can be analogized that there is greater efficiency in the amount of social assistance if KPM PKH can graduate on schedule. The amount of social assistance can also be allocated for other things. For this reason, it is necessary to develop schemes for achieving KPM PKH targets.

Bahasa Abstract

Program Keluarga Harapan (PKH) merupakan program intervensi dengan masa kepesertaan Keluarga Penerima Manfaat (KPM) PKH dirancang selama 6 (enam) tahun, dengan asumsi selama masa kepesertaannya terjadi perubahan perilaku dalam bidang pendidikan, kesehatan, dan status sosial ekonomi keluarga. Namun dalam perjalanannya masih belum tercapai, terdapat KPM PKH yang menjadi KPM PKH setelah lebih dari 6 (enam) tahun masa kepesertaannya. Penelitian memberikan penjelasan (evidence based) secara lebih mendalam mengenai pentingnya penguatan mekanisme dan instrumen resertifikasi/graduasi KPM PKH. Penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa graduasi belum berjalan optimal dikarenakan masih menyesuaikan dengan kondisi KPM PKH tersebut. Selama KPM PKH masih miskin dan masih memenuhi komponen maka bantuan sosial PKH dapat terus diberikan. Padahal, terdapat efisiensi besaran bantuan sosial yang lebih besar apabila KPM PKH dapat graduasi sesuai jadwal. Terdapat 6,2 juta KPM PKH pada tahun 2017. Jika diasumsikan diberikan bantuan sejumlah yang sama yaitu sebesar Rp1.890.000,- per tahun maka akan mengeluarkan biaya sebesar Rp11,3T per tahun. Sementara jumlah KPM PKH yang telah graduasi sebanyak 230.351 dari tahun 2007 hingga 2017, atau terdapat pengurangan besaran bantuan sebesar Rp435M. Berdasarkan informasi ini dapat dianalogikan bahwa terdapat efisiensi besaran bantuan sosial yang lebih besar apabila KPM PKH dapat graduasi sesuai jadwal. Adapun besaran bantuan sosial tersebut pun dapat dialokasikan untuk hal lain. Untuk itu perlu disusun skema-skema pencapaian target KPM PKH.
