Abstract

This paper delves into the widespread implementation of Electronic Medical Records (EMR) within healthcare facilities across Indonesia. It addresses the challenges encountered by clinic owners and healthcare providers in transitioning to these digital systems. The study is supported by empirical data collected through a mixed-method approach, combining internal data from Klinik Pintar with qualitative validation from key stakeholders responsible for clinic operations. The research focuses on two case studies: LAPAS II Purwokerto Clinic and PMI Purbalingga Clinic, where the adoption of EMR is analyzed in terms of efficiency, compliance with regulatory standards set by the Ministry of Communication and Informatics (Kominfo) and the Ministry of Health (Kemenkes), and its impact on daily healthcare workflows. Through in-depth interviews and observational studies, the perspectives of clinic administrators, healthcare professionals, and IT personnel are explored to understand the benefits and constraints of EMR implementation in real-world settings. The findings highlight key factors influencing successful EMR adoption, including user training, infrastructure readiness, and regulatory compliance. Additionally, barriers such as resistance to change, technical limitations, and integration challenges with existing healthcare systems are discussed. This study provides valuable insights for policymakers, healthcare providers, and technology developers in enhancing the effectiveness of EMR implementation in Indonesian healthcare facilities.

Bahasa Abstract

Artikel ini membahas penerapan Rekam Medis Elektronik (RME) secara luas di fasilitas kesehatan di seluruh Indonesia. Makalah ini mengkaji faktor pendorong di balik penerapan RME, khususnya peran regulasi pemerintah, dan membahas tantangan yang dihadapi oleh pemilik klinik dan penyedia layanan kesehatan dalam transisi ke sistem digital ini. Studi ini didukung oleh data empiris yang dikumpulkan melalui pendekatan metode campuran, yang menggabungkan data internal dari Klinik Pintar dengan validasi kualitatif dari pemangku kepentingan utama yang bertanggung jawab atas operasi klinik. Penelitian ini berfokus pada dua studi kasus: Klinik LAPAS II Purwokerto dan Klinik PMI Purbalingga, di mana penerapan RME dianalisis dari segi efisiensi, kepatuhan terhadap standar regulasi yang ditetapkan oleh Kementerian Komunikasi dan Informatika (Kominfo) dan Kementerian Kesehatan (Kemenkes), serta dampaknya terhadap alur kerja layanan kesehatan sehari-hari. Melalui wawancara mendalam dan studi observasi, perspektif administrator klinik, profesional layanan kesehatan, dan personel TI dieksplorasi untuk memahami manfaat dan kendala penerapan RME dalam situasi dunia nyata. Temuan ini menyoroti faktor-faktor utama yang memengaruhi keberhasilan penerapan RME, termasuk pelatihan pengguna, kesiapan infrastruktur, dan kepatuhan terhadap regulasi. Selain itu, hambatan seperti resistensi terhadap perubahan, keterbatasan teknis, dan tantangan integrasi dengan sistem perawatan kesehatan yang ada juga dibahas. Studi ini memberikan wawasan berharga bagi para pembuat kebijakan, penyedia layanan kesehatan, dan pengembang teknologi dalam meningkatkan efektivitas implementasi EMR di fasilitas perawatan kesehatan Indonesia.
