Abstract

Tumpang tindih antara intelijen dan diplomasi merupakan salah satu area yang merupakan dimensi yang hilang dari kajian stratejik intelijen maupun ilmu hubungan internasional, walaupun ia bersifat krusial terhadap pemahaman atas hubungan politik antarnegara. Berangkat dari pertimbangan tersebut, tulisan ini membahas hubungan intelijen dan diplomasi dalam hal bagaimana tiap-tiap bidang memengaruhi bidang lainnya dalam lingkup yang lebih luas terkait upaya negara memenuhi kepentingan nasionalnya. Tulisan ini juga membahas bagaimana aktivitas organisasi-organisasi intelijen melengkapi serta merumitkan praktik diplomasi, begitu pula sebaliknya. Dari pembahasan tulisan ini, disimpulkan bahwa terdapat tumpang tindih yang krusial antara intelijen dan diplomasi dalam hubungan politik antarnegara, dan terdapat kecenderungan bahwa aktivitas intelijen merumitkan praktik diplomasi. Oleh karena itu, hubungan intelijen dan diplomasi internasional sudah sepantasnya memperoleh pengkajian yang lebih sering dan serius.
