  • Peer Review Process

All manuscripts submitted to the Jurnal Ekonomi Kesehatan Indonesia undergo an initial editorial screening. Manuscripts that meet the journal's editorial and submission requirements proceed to a double-blind peer review process, while those that fail to meet these requirements may be rejected without external review. Manuscripts considered suitable for publication are forwarded for formal peer review. Each manuscript proceeding to external peer review is evaluated by at least two independent reviewers with relevant expertise. Additional reviewers may be invited when specialized assessment is required, particularly concerning statistical methods, research methodology, or other technical aspects.

Reviewers evaluate manuscripts based on their relevance to the journal's focus and scope, originality and scientific contribution, appropriateness of the research methodology, validity and reliability of the findings, quality of analysis and discussion, and clarity of presentation. Reviewers are expected to provide constructive, objective, and substantive feedback to support editorial decisions and improve manuscript quality. The peer review process is generally expected to be completed within two to three (2–3) weeks after the manuscript has been assigned to reviewers who have accepted the invitation. However, the review period may vary depending on reviewer availability, manuscript complexity, and the need for additional expert evaluation. Authors will be informed of the editorial decision once the review process has been completed.

Based on the reviewers' evaluations and recommendations, the editors may reach one of the following decisions:

    1. Accept: Accept the manuscript for publication, with or without minor editorial revisions.

    2. Revise: Invite the authors to revise the manuscript and address specific concerns raised by the reviewers and editors.

    3. Reject: Reject the manuscript due to insufficient originality, limited scientific contribution, methodological weaknesses, or substantial technical or interpretative problems.

The Editor-in-Chief has the final authority to accept or reject a manuscript. The Editorial Board reserves the right to make editorial adjustments to improve the manuscript's style, formatting, language, and clarity. Manuscripts containing substantial errors in writing, presentation, or formatting may be returned to the authors for revision or rejected if they fail to meet the journal's editorial standards.

Authors invited to revise their manuscripts are expected to carefully address the reviewers' and editors' comments and clearly indicate the revisions made to the original submission. Revised manuscripts should be thoroughly checked for accuracy, completeness, language quality, references, tables, figures, and overall consistency before resubmission. Revised manuscripts may be returned to the original reviewers for further evaluation when necessary. The final editorial decision will consider the reviewers' recommendations, the authors' responses, and the overall scientific quality of the revised manuscript.

In cases of conflicting reviewer recommendations, the editors will carefully evaluate the reviewers’ reports, the authors’ responses, and any relevant scientific considerations before reaching a decision. Additional expert opinions may be sought when necessary, particularly to address substantial methodological concerns or unresolved technical issues. Revised manuscripts may be returned to the original reviewers for further evaluation. The Editor-in-Chief has the final authority to make editorial decisions, ensuring fairness, scientific integrity, and consistency with the journal’s editorial standards.

    Authorship and Plagiarism

    Authorship Criteria

Authorship of articles published in Jurnal Ekonomi Kesehatan Indonesia is limited to individuals who have made substantial intellectual and scientific contributions to the work and who are willing to take public responsibility for its content. In accordance with the recommendations of the International Committee of Medical Journal Editors (ICMJE), each author must meet all four of the following criteria:

    1. Substantial Contribution: Made substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data.
    2. Drafting or Critical Revision: Participated in drafting the manuscript or critically revising it for important intellectual content.
    3. Final Approval: Approved the final version of the manuscript to be published.
    4. Accountability: Agreed to be accountable for all aspects of the work, ensuring that questions concerning the accuracy or integrity of any part of the research are appropriately investigated and resolved.

All individuals designated as authors must meet all four criteria. Individuals who do not meet these criteria should not be listed as authors but may be acknowledged in the Acknowledgments section, where appropriate and with their permission.

Author Contributions and Order of Authorship

All authors must have made meaningful intellectual or scientific contributions to the manuscript. The order of authorship should be determined by mutual agreement among the authors, taking into account their respective contributions to the research and manuscript preparation. Authorship order should not be determined solely by academic position, seniority, or institutional affiliation.

In multi-group or collaborative research, authorship responsibilities must be clearly defined based on each author's actual intellectual and scientific contributions. All authors are responsible for their respective contributions and must collectively ensure the integrity of the work.

Authors are required to provide an Author Contributions Statement using the Contributor Roles Taxonomy (CRediT), in accordance with the journal's manuscript template.

    Corresponding Author Responsibilities

The corresponding author is responsible for managing communication between Jurnal Ekonomi Kesehatan Indonesia and all co-authors before, during, and after the publication process.

The corresponding author must ensure that:

    1. All listed authors meet the journal's authorship criteria.
    2. All authors have reviewed and approved the submitted manuscript and its final version before publication.
    3. All authors agree with the manuscript's content, author list, and order of authorship.
    4. All authors agree to be accountable for their contributions and the integrity of the research.
    5. All authors are informed of and agree to the journal's publication policies and applicable publishing terms.

Submission to Jurnal Ekonomi Kesehatan Indonesia signifies that the corresponding author has confirmed these agreements with all co-authors.

    Changes to Authorship

Any request to add or remove an author or change the order of authors after submission must be justified in writing and approved by all original authors and any individuals being added or removed, as applicable.

The request must include a written statement signed by the relevant authors and be submitted by the corresponding author to the Jurnal Ekonomi Kesehatan Indonesia Editorial Office through the journal's official contact email. The editorial team will assess the request before making any changes to the author list.

If an authorship dispute cannot be resolved among the authors, the journal may request clarification or refer the matter to the relevant institution in accordance with applicable publication ethics guidelines.

    Originality, Plagiarism, and Similarity Screening

The corresponding author is responsible for confirming that the submitted manuscript:

    1. Has not been published previously and is not currently under consideration for publication elsewhere. If accepted by Jurnal Ekonomi Kesehatan Indonesia, the manuscript must not be submitted for publication to another journal.
    2. Contains no defamatory or unlawful statements and does not infringe upon individual privacy, proprietary rights, or statutory copyright.
    3. Includes appropriate citations and acknowledgments for all sources used.
    4. Has obtained written permission from the relevant copyright holders for any copyrighted material reproduced in the manuscript, where required.
    5. Has been prepared in accordance with applicable research ethics standards and the journal's publication policies.
    6. Has been reviewed and approved by all authors, who agree to the applicable publishing terms.

All manuscripts submitted to Jurnal Ekonomi Kesehatan Indonesia undergo similarity screening using Turnitin or iThenticate. In accordance with the journal's screening policy, a similarity score below 20% is required. However, the editorial team also evaluates the nature, context, and sources of textual overlap. A similarity score alone does not determine whether plagiarism has occurred, and a score below the threshold does not automatically establish that a manuscript is free from plagiarism.

The journal reserves the right to request clarification or revisions, or to reject a manuscript, if concerns regarding originality, plagiarism, authorship, or research integrity are identified.

    Conflict of Interest Policy

Jurnal Ekonomi Kesehatan Indonesa is committed to maintaining transparency, objectivity, and integrity throughout the research publication and editorial process. All authors, editors, and reviewers are required to disclose any actual, potential, or perceived conflicts of interest that may influence, or appear to influence, their professional judgment, research findings, or editorial decisions.

    For Authors

Authors must disclose all relevant financial and non-financial conflicts of interest, including research funding, employment, consultancy arrangements, institutional affiliations, personal relationships, or other interests that could affect the interpretation or presentation of their work. All manuscripts must include a Conflict of Interest Statement, even when no conflicts exist.

    For Editors

Editors must disclose any conflicts of interest related to manuscripts under consideration. Editors with a conflict of interest must recuse themselves from the editorial evaluation and decision-making process. In such cases, the manuscript will be assigned to another qualified editor to ensure impartiality and editorial independence.

    For Reviewers

Reviewers must disclose any potential conflicts of interest before accepting a review invitation. Reviewers should decline the invitation or notify the editorial team if financial, professional, personal, or institutional relationships may compromise their objectivity.

    Management of Conflicts of Interest

The editorial team will evaluate disclosed conflicts of interest and determine appropriate measures to maintain the fairness and integrity of the publication process. The disclosure of a conflict of interest does not automatically result in manuscript rejection. Undisclosed conflicts identified during or after publication may lead to further editorial investigation and appropriate corrective action in accordance with COPE guidelines.

    Allegations of Research Misconduct

Jurnal Ekonomi Kesehatan Indonesia is committed to upholding the highest standards of research integrity and publication ethics in accordance with the guidelines of the Committee on Publication Ethics (COPE). The journal does not tolerate research or publication misconduct, including plagiarism, data fabrication, data falsification, duplicate publication, citation manipulation, unethical research practices, inappropriate authorship, or other forms of academic misconduct.

    Reporting Allegations

Authors, reviewers, readers, and other concerned parties may report suspected research or publication misconduct to the Editorial Office through the journal's official email address. Reports should include a clear description of the concern and any relevant supporting evidence.

    Assessment and Investigation

All allegations will be treated seriously, fairly, objectively, and confidentially to the extent possible. Upon receiving a report, the editorial team will conduct an initial assessment to determine whether further investigation is necessary. The authors or other parties involved may be contacted and given an opportunity to provide clarification or respond to the allegations. When appropriate, the journal may seek additional expert opinions or cooperate with relevant research institutions or other responsible authorities to investigate the concerns. Editors with conflicts of interest must not participate in the assessment or decision-making process related to the case.

    Editorial Actions

If research or publication misconduct is substantiated, the journal may take appropriate editorial action depending on the nature and severity of the violation. Such actions may include manuscript rejection, requests for clarification or correction, publication of an Expression of Concern, or retraction of a published article, as appropriate. All decisions will be based on available evidence, established editorial procedures, and relevant COPE guidelines. The journal is committed to protecting the integrity of the scholarly record while ensuring fair treatment of all parties involved.

    Artificial Intelligence (AI) Policies

    FOR AUTHORS

Authors may use Artificial Intelligence (AI) tools to support manuscript preparation for limited purposes, including:

    • Language editing (grammar and style improvement)
    • Literature summarization
    • Structuring ideas
    • Limited drafting support

However, the use of AI tools must be transparent, ethical, and conducted under full human oversight. AI tools must not replace scientific reasoning, critical analysis, or interpretation of research findings, and must not be used as a substitute for critical thinking, scientific judgment, or original intellectual contribution. AI tools must not be listed as authors.

Author Accountability in the Use of AI Tools

    • Authors remain fully responsible for the accuracy, integrity, and originality of their work, including any content generated or assisted by AI tools.
    • Authors must critically verify all AI-generated outputs, including facts, data, and references. AI-generated content may contain inaccuracies, biases, or fabricated information and must not be used without proper validation.
    • Direct copying and pasting of AI-generated content without substantial revision and intellectual contribution is considered unacceptable and may constitute plagiarism.
    • Authors should be aware that AI tools do not possess true understanding and operate based on pattern recognition, which may result in misleading or overconfident outputs.

    Disclosure Requirement

Any use of AI tools must be clearly disclosed in the manuscript and included specifically in the Acknowledgment section. Authors should state the name of the AI tool used, the purpose of its use, and the extent of its contribution.

Authors should specify which sections of the manuscript involved AI assistance (e.g., abstract, introduction, or language editing). Authors are encouraged to retain records of AI usage, including prompts and outputs, for transparency and potential verification if requested by the journal.

Example (to be placed in Acknowledgment):

“The authors used (name of AI tool) for (specific purpose). The AI tool was used in the following sections of the manuscript: (specify sections, e.g., abstract, introduction, or language editing). The AI tool contributed to (describe the extent of its contribution, e.g., language editing only, initial drafting of sections, or literature summarization). All outputs were reviewed and verified by the authors, who take full responsibility for the content.”

Authors must ensure that the use of AI tools does not compromise research integrity, data confidentiality, or the protection of personal and sensitive information. AI-generated outputs, including statistical interpretations, literature references, and analytical summaries, must be independently verified against reliable sources and original research data. Jurnal Ekonomi Kesehatan Indonesia already prohibits uploading confidential or identifiable data into AI tools. Therefore, this paragraph is an optional clarification rather than a new requirement.

    FOR EDITORS & REVIEWERS

The use of Artificial Intelligence (AI) tools by editors and reviewers during the editorial and peer review process is strictly prohibited. Reviews must be conducted independently, based on the editor’s and reviewer’s own expertise and professional judgment.

Editors and reviewers are required to:

    • Maintain strict confidentiality of all submitted manuscripts and associated materials.
    • Not upload, copy, paste, or share any manuscript content with AI tools.
    • Not use AI tools to summarize, analyze, evaluate, critique, or interpret manuscripts.
    • Not use AI tools to generate, revise, or improve editorial and peer review reports.
    • Base all assessments and recommendations solely on their own expertise and independent judgment.

Editors and reviewers remain fully responsible for the accuracy, objectivity, and integrity of their review reports. Any use of AI tools during the editorial and peer review process may constitute a violation of the journal's publication ethics policies and may result in appropriate editorial action.

    Post-Publication Discussion

Jurnal Ekonomi Kesehatan Indonesia encourages constructive scholarly discussions and critical evaluations of articles published in the journal, in accordance with the principles of the Committee on Publication Ethics (COPE). Authors, readers, and researchers may submit comments, questions, critiques, or requests for clarification concerning published articles, particularly regarding research methods, data, findings, interpretations, or conclusions.

Comments and concerns regarding published articles may be submitted to the Editorial Office through the journal’s official email. All submissions should be relevant, evidence-based, respectful, and supported by appropriate scientific arguments. The editorial team will assess the submissions and, when necessary, invite the original authors to provide clarifications or responses. Additional expert evaluation may be requested when appropriate.

Substantive scholarly comments and author responses may be published on the journal’s website, subject to editorial evaluation. If a discussion identifies significant errors or concerns regarding research integrity, appropriate actions will be taken in accordance with the journal’s Corrections and Retractions Policy. All post-publication discussions will be handled fairly, transparently, and in accordance with relevant COPE guidelines.

    Corrections and Retractions

Corrections may be issued when errors are identified in published articles but do not fundamentally undermine the reliability of the research findings or conclusions. Corrections will be clearly identified, linked to the original article, and published with an explanation of the changes made.

Articles may be retracted when there is sufficient evidence of unreliable findings, significant methodological errors, data fabrication or falsification, plagiarism, unethical research practices, or other serious violations affecting the integrity of the published work. Retractions may be initiated following concerns raised by authors, readers, reviewers, editors, or relevant institutions. The editorial team will evaluate available evidence, seek clarification from the authors when appropriate, and determine the necessary action in accordance with COPE guidelines. Retraction notices will be clearly identified, publicly accessible, and linked to the original article. The reason for retraction and the party responsible for the decision will be stated. Retracted articles will remain accessible whenever legally and ethically appropriate, with clear labeling indicating their retracted status. The purpose of correction and retraction procedures is to maintain the integrity of the scholarly record rather than to penalize authors.
