Abstract

Brunei Darussalam's national vision, WAWASAN 2035, sets forth ambitious goals for the nation's development, emphasizing a centralized governance paradigm. However, the potential of decentralized governance, as exemplified by China's mayor-led districts, offers a compelling model for achieving national aspirations. This research explores the feasibility and potential benefits of introducing mayors in Brunei's districts, drawing insights from China's successful decentralized governance structure. By fostering inter-district competition and allowing for localized policy tailoring, Brunei can enhance its adaptability and responsiveness to local nuances. Drawing from China's experiences, this study provides a comprehensive understanding of how Brunei might optimize its governance structure to more effectively realize the goals enshrined in WAWASAN 2035.

Bahasa Abstract

Visi nasional Brunei Darussalam, WAWASAN 2035, menetapkan tujuan ambisius untuk pengembangan negara, dengan menekankan paradigma tata kelola yang terpusat. Namun, potensi tata kelola terdesentralisasi, seperti yang ditunjukkan oleh distrik-distrik yang dipimpin oleh walikota di China, menawarkan model yang menarik untuk mencapai aspirasi nasional. Penelitian ini mengeksplorasi kelayakan dan manfaat potensial dari pengenalan walikota di distrik-distrik Brunei, dengan mengambil wawasan dari struktur tata kelola terdesentralisasi yang berhasil di China. Dengan mendorong persaingan antar-distrik dan memungkinkan penyesuaian kebijakan yang terlokalisasi, Brunei dapat meningkatkan kemampuannya untuk beradaptasi dan responsif terhadap nuansa lokal. Berdasarkan pengalaman China, studi ini memberikan pemahaman komprehensif tentang bagaimana Brunei dapat mengoptimalkan struktur tata kelolanya untuk merealisasikan tujuan yang tertanam dalam WAWASAN 2035 dengan lebih efektif.
