Abstract

Abstrak

Penyediaan rumah layak huni dengan harga terjangkau di Jakarta menghadapi tantangan besar, terutama akibat kenaikan harga tanah yang tidak terkendali, tingginya biaya konstruksi, serta kurangnya insentif bagi pengembang dalam menerapkan konsep bangunan hijau. Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Nomor 21 Tahun 2021 mengatur penilaian kinerja bangunan hijau, namun implementasinya masih terbatas, terutama bagi proyek perumahan Masyarakat Berpenghasilan Rendah (MBR). Melalui pendekatan deskriptif kualitatif, penelitian ini menganalisis faktor-faktor yang menghambat implementasi kebijakan bangunan hijau dalam perumahan terjangkau. Hasil penelitian menunjukkan bahwa tanpa intervensi kebijakan, harga rumah di Jakarta diproyeksikan meningkat hingga dua kali lipat pada tahun 2045. Selain itu, rendahnya kesadaran masyarakat mengenai manfaat rumah hijau menyebabkan permintaan terhadap hunian berkelanjutan masih terbatas. Studi perbandingan dengan kebijakan di negara lain, seperti Paris, menunjukkan bahwa penerapan bangunan hijau dapat berjalan efektif dengan adanya insentif keuangan, kemudahan regulasi, serta dukungan pemerintah yang lebih kuat. Oleh karena itu, penelitian ini merekomendasikan penyediaan subsidi dan keringanan pajak bagi pengembang, edukasi masyarakat terkait hunian hijau, serta penyederhanaan regulasi untuk memastikan keterjangkauan dan keberlanjutan rumah tinggal di Jakarta.

Abstract

The provision of affordable and livable housing in Jakarta faces significant challenges, primarily due to uncontrolled land price increases, high construction costs, and a lack of incentives for developers to adopt green building concepts. Ministerial Regulation No. 21/2021 by the Ministry of Public Works and Housing (PUPR) outlines green building performance assessments, yet its implementation remains limited, particularly for low-income housing projects. Using a qualitative descriptive approach, this study analyzes the barriers to implementing green building policies in affordable housing. Findings indicate that without policy intervention, housing prices in Jakarta are projected to double by 2045. Furthermore, low public awareness of the benefits of green housing results in limited demand for sustainable housing. A comparative study with policies in other countries, such as Paris, reveals that effective green building implementation requires financial incentives, regulatory ease, and stronger government support. Therefore, this study recommends providing subsidies and tax reductions for developers, educating the public about green housing, and simplifying regulations to ensure housing affordability and sustainability in Jakarta.
