Abstract
The government’s slow handling of HIV/AIDS in the early days of the disease resulted in a high wave of activism. One example is the HIV/AIDS activism organization, Act Up-Paris. This organization aims to fight HIV/AIDS with most of its members from homosexual groups. This research aims to prove that the New Social Movement carried out by the HIV/AIDS activist organization Act Up-Paris can encourage HIV/AIDS prevention and treatment efforts by the government and health institutions in France. This research examines data sources in the form of scientific journal articles, books, and news articles that discuss ACT UP Paris' actions in 1989-1996 in Paris using Winartha’s (2006) qualitative method. Thematic analysis will be conducted with the help of the New Social Movement (NSM) theory by Rajendra Singh (2010) and NSM characteristics by Nelson Pichardo (1997). The results of the analysis show that aspects of NSM can be found in the ideology, strategy, and structure of Act Up-Paris and how the movement carried out by this organization can promote the prevention and treatment of HIV/AIDS in France.
Bahasa Abstract
Lambatnya penanganan HIV/AIDS oleh pemerintah pada masa awal kemunculan penyakit tersebut memicu gelombang aktivisme yang kuat. Salah satu contohnya adalah organisasi aktivis HIV/AIDS, Act Up-Paris. Organisasi ini bertujuan memerangi HIV/AIDS, dengan sebagian besar anggotanya berasal dari kelompok homoseksual. Penelitian ini bertujuan untuk membuktikan bahwa Gerakan Sosial Baru (*New Social Movement*) yang dijalankan oleh organisasi aktivis HIV/AIDS Act Up-Paris dapat mendorong upaya pencegahan dan pengobatan HIV/AIDS yang dilakukan oleh pemerintah dan institusi kesehatan di Prancis. Penelitian ini mengkaji sumber data berupa artikel jurnal ilmiah, buku, dan artikel berita yang membahas kiprah Act Up-Paris di Paris pada periode 1989–1996, dengan menggunakan metode kualitatif menurut Winartha (2006). Analisis tematik dilakukan dengan mengacu pada teori Gerakan Sosial Baru (NSM) dari Rajendra Singh (2010) serta karakteristik NSM menurut Nelson Pichardo (1997). Hasil analisis menunjukkan bahwa aspek-aspek NSM tecermin dalam ideologi, strategi, dan struktur Act Up-Paris, serta bagaimana gerakan yang dijalankan organisasi ini mampu mendorong upaya pencegahan dan pengobatan HIV/AIDS di Prancis.
