Abstract
This research meticulously traces the evolution of Village Unit Cooperatives (Koperasi Unit Desa) from their inception, through their peak periods, to their eventual decline. In response to this trajectory, the study proposes solutions for cooperative revitalization by fostering a robust legal culture grounded in Development Law Theory and Legal System Theory. Employing a normative legal research approach, the article primarily draws on an extensive review of literature as its data source. All collected data were rigorously analyzed using qualitative data analysis methods to ensure a comprehensive understanding of the underlying dynamics. The findings of this research emphasize the critical necessity of revitalizing cooperatives by cultivating a strong legal culture and enhancing legal awareness among all stakeholders involved in cooperatives. This includes engaging all parties within the official legal structure, such as the Government, Parliament, and Judicial Institutions, as well as those directly involved with cooperatives, including Members, Management, Supervisors, and Employees/Managers. Additionally, the research highlights the role of formal and non-formal educational institutions, the press, and community leaders in promoting legal awareness and supporting the revitalization efforts. By addressing the legal and structural challenges faced by Village Unit Cooperatives, this study aims to provide a roadmap for their resurgence and sustainable growth. The insights gained from this research can inform policy decisions and practical initiatives aimed at strengthening the cooperative movement in rural communities.
