Abstract
The responsibility of the state is one of the important keys in the life of the state, one of which is in labor matters. In its implementation there are several records of violations of human rights in the Indonesian Sea, namely Trafficking in Persons, Forced / Slavery Labor, Child Labor, Overtime and the absence of health insurance. Research Objectives To analyze regulations in Indonesia regulating the protection of human rights for workers in the fishing industry in Indonesia and Fisheries Human Rights Certification contained in the Minister of Maritime Affairs and Fisheries Regulation No. 35 of 2015 has effectively provided human rights protection to workers in the field of the fishing industry in Indonesia. The benefits of this research consist of theoretical and practical benefits. Theoretically: The research method used is juridical-normative. The results showed that Human Rights Certification in the Fisheries Sector is one of the solutions so that fisheries companies comply with the Human Rights criteria set by the Government but still need improvements in the context and implementation. Conclusion Fisheries Human Rights Certification research has not effectively provided protection for workers in the fishing industry in terms of technical aspects and concepts. Effectiveness can be improved if there is an evaluation of problems in the form of overlapping authorities between agencies, the seriousness of the Fisheries Human Rights Team in exercising their authority

Bahasa Abstract
Tanggung jawab negara menjadi salah satu kunci penting di dalam kehidupan bernegara, salah satunya adalah dalam masalah ketenagakerjaan. Dalam pelaksanaanya terdapat beberapa catatan terjadinya pelanggaran Hak Asasi Manusia di Laut Indonesia yaitu Perdagangan Orang, Kerja Paksa/Perbudakan, Pekerja Anak, Overtime dan Tidak adanya jaminan kesehatan. Tujuan penelitian Untuk menganalisis regulasi di Indonesia mengatur perlindungan Hak Asasi Manusia terhadap pekerja di bidang industri perikanan di Indonesia dan Sertifikasi Hak Asasi Manusia Perikanan yang terdapat di dalam Peraturan Menteri Kelautan dan Perikanan Nomor 35 Tahun 2015 telah efektif memberikan perlindungan Hak Asasi Manusia kepada pekerja di bidang industri perikanan di Indonesia. Manfaat penelitian ini terdiri dari manfaat secara teoritis dan secara praktis. Secara teoritis: Metode Penelitian yang digunakam adalah yuridis-normatif. Hasil penelitian menunjukkan bahwa Sertifikasi Hak Asasi Manusia di Bidang Perikanan merupakan salah satu solusi agar perusaha perikanan patuh terhadap kriteria Hak Asasi Manusia yang telah diatur oleh Pemerintah akan tetapi masih butuh penyempurnaan dalam tataran konteks dan implementasi. Kesimpulan penelitian Sertifikasi Hak Asasi Manusia Perikanan belum secara efektif memberikan perlindungan terhadap Pekerja di industri perikanan ditinjau dari aspek teknis dan konsep. Efektivitas dapat ditingkatkan apabila terdapat evaluasi terhadap permasalahan berupa tumpang tindih kewenangan antar instansi, keseriusan Tim HAM Perikanan dalam melaksanakan wewenangnya
